Apologies for inactivity

Aside from the demands of the festive season I have been laid low with an upper respiratory tract infection, and am only now staggering out of my sickbed.

Paul and I have compiled provisional teams and will be circulating them to the members concerned for start of business in the new year.

Further information from the MFA

The following letter from the Marine and Fisheries Agency is worth quoting in full . . .

This is to keep you informed as to the development by Tesco of land at Seaton. At present, the application with the Marine and Fisheries Agency (MFA) is at the Screening stage. This is the process which determines whether or not an Environmental Impact Assessment (EIA) is needed (under the Marine Works Regulations 2007). The MFA consults various organisations  at the Screening stage to gauge their opinion as to whether an EIA is required. We are still awaiting responses and have not formally decided yet that an EIA is needed.

The next stage would be the Scoping stage. This is the process of determining what needs to be provided by the developer in their EIA. The following stage would be Consent stage. At this stage the developer would have to publicise their application and give contact details for members of the public to give their views. 

The MFA would manage the representations from the public and forward the comments to the developer. Following this stage a decision would be made whether or not to licence the development under the Food and Environmental Protection Act 1985(FEPA) and/or the Coastal Protection Act 1949 (CPA).

I will keep you informed as to further developments on the site.

Tescowatch teams

It has proven difficult to arrange a general meeting of all Tescowatchers so close to the festive season; but Tesco are not on holiday and we need to keep in touch with what they are doing. 

We then thought of the idea of teams - small groups of Tescowatchers with common interests who can monitor groups of conditions and meet informally as required.  Paul Savage has agreed to set up a team structure and will be in touch with those of you who have not withdrawn your names from the list of potential team members.

Tesco's preliminary proposal to EDDC

Tesco's agents, Signet Planning, applied to EDDC for approval of their pipeline scheme.  This avoided all mention of the proper marine planning authorities, but has lots of interesting information.  We told Stephen Belli and the marine authorities about this deficiency and his latest letter (below) mentions their names.  The layout diagram in interesting (click on the picture to expand it) . . .

New application by Tesco

Tesco have put in an application to carry out various tests on their site.  It has the number 09/2337/FUL and the documents can be found on the East Devon site by calling up the Planning portal and searching on this number.

New set of conditions

Stephen Belli of EDDC has written to the Tesco agents setting out detailed requirements for the infill process.  This needs to be considered, together with our own list.

The way forward

To begin with, we have been using the website belonging to Seaton Development Trust, who are providing the initial backbone of our little group. They are holding our membership list and any money we manage to collect.

However, their website is largely static - showing accounts, articles of association, committee minutes and the like. Tescowatch will have to move faster than that, and post new items several times a day. So, with thanks for their support, we are starting our own blog. Time will tell how well this will work.
